On 1 October 2015 the Head of  Local Economic Development Agency of Yavoriv district Orest Mykyta took part in the presentation of the electronic system for filing local petitions, which took place in Kiev Ministry of Regional Development, Construction and Housing Ukraine.

Purpose of creating system is to  support of  local governments, giving them ready technical solution and a package of local regulations to enforce the provisions of the Law of Ukraine from 02.07.2015# 577-VIII according to electronic petitions.

The system established under the “E-government to government accountability and participatory of community”, financed by the Swiss Confederation and implemented by the East Europe Foundation, ІnnovaBridge Found in partnership with the State Agency for e-government. A system that complies with all necessary requirements of the law will provide high quality services for citizens by local governments for the electronic filing of petitions. To implement these rules by partners was initiated development an information system for electronic petitions and the of relevant normative and regulatory framework with the definition requirements for electronic identification of citizens, gathering signatures, list of information  collected on persons ets.

The partners of Program are convinced that the introduction of a uniform quality system will help cities save funds which are expected to have such a system, and spend those funds on most urgent problems for local communities.

Creation of Local petitions – one of the components of the EAP program. A target regions of the program are Vinnytsia, Volyn, Dnipropetrovsk and Odessa region. The program, implemented in 2015-2019 years, focused on the use of new information and communication technologies (ICT), which will help improve the quality of governance, improve the interaction between government and citizens, and promote the development of social innovations in Ukraine

Among the main objectives of the program: the formation and implementation of the best standards of e-governance and innovative practices that improve service quality and access to information for citizens, increase transparency and accountability of government through the use of their new technologies, strengthening the role of civil society and the promotion of e-democracy. The program will also contribute to an inclusive dialogue on policy e-governance and e-democracy, which takes into account the interests and needs of the regions.

In the Yavoriv district electronic system for filing petitions plan to implement in Yavoriv and Novoyavorivsk.
