Intersectoral dialogue as a tool of forming capable communities and implementing effective regional management

On 12 January in Yavoriv representatives of NGO “European Dialogue” and Yavoriv Local Economy Development Agency presented their projects, that they will implement during 2016 on the  Yavoriv district territory within the framework of the EU Program “Support for local government reform in Ukraine”, implemented by the Civil Society Institute in partnership with the  East Europe Foundation and funded by the European Union.

During the meeting with village, town and city mayors  of Yavoriv district, which  planning their future integration into a capable local communities, representatives of NGO “European Dialogue” and Yavoriv Local Economy Development Agency discussed with heads of local government benefits and risks,  they are expected after unification as capable territorial community. They underlined that the association can be just out of a desire or reluctance to unite community. First of all, you should pay attention to whether, after such a union, a community able to provide quality public services to its inhabitants and a budget to shape not only broke even, but also provides funds for development.

Orest Mykyta,the Head of Yavoriv Local Economy Development Agency said, that this initiative is aimed at overcoming confusion all aspects of economic and social benefits from the union local communities in Yavoriv district and is intended to promote economically expedient and capable of self-governing communities in Yavoriv district, based on effective cooperation between government, community and business. Community of Yavoriv district who deepen their knowledge of local development and are willing to voluntarily unite in capable community. These communities   will receive institutional support from the organizers of the project in the form of institutional maintenance and assistance in preparing the charter capable community which are taken into account the interests and needs of all three sectors.

According to Vitaliy Koretskyy, the Head Lviv Office of reforms, they took into account all disadvantages of the first phase of the union communities and while the second phase will try to prevent their recurrence. For this purpose is established a working group which will deal with economic and quantitative calculation capacity of communities. On January 21 will start the meetings with all the heads of local authorities. At these meetings will discuss those elaborated recommendations. At first such meeting will be conducted in Lviv, and then experts of Lviv Office of reforms together with the representatives of local authorities and public sector will conduct visits to all parts of the region to explain the optimal union of communities.

After completion of the joint presentation of two projects, experts held a round table “Intersectoral dialogue as a tool of forming capable communities and implementing effective regional management”. At the round table agreed on joint action for the successful and effective implementation of planned activities within projects
